Straight Answers on Fuel Surcharges for Equipment Rental and Work
A fuel surcharge on equipment rental can be a refueling fee, a delivery charge, or a clause. Each one follows a different price.

Table of Contents
This guide covers fuel surcharge clauses for diesel-powered construction and farm equipment billed hourly, daily, or by the job in the U.S., rental terms read from published provider documents in October 2026, fuel prices from EIA weekly data. Contract wording varies by state; it is general information, not legal advice.
Do you need a fuel surcharge on your equipment quote?
A fuel surcharge is an extra charge that adjusts what a customer pays when fuel costs move past an agreed threshold. It usually takes one of two forms: an index-based adjustment in your terms, or a refueling charge on a rental.
Quoting work: you carry the fuel risk
Your hourly rate assumed a diesel price on the day you wrote it, and any later increase comes out of your margin. Our guide to equipment rates per hour by machine shows where fuel sits in a published rate.
Renting in: what the counter may add
Rental surcharges are often buried in the terms and conditions, so fuel and look-alike charges can arrive on top of the rate.
💵 About These Numbers: Diesel figures are EIA weekly national averages for September 14–28, 2026. Rental terms were read from each provider’s published U.S. terms in October 2026 and can change, so confirm them on your own quote. This is orientation, not a valuation or legal or financial advice.
What a $1 diesel swing does to your hourly rate

Fuel cost per hour is gallons per hour times the diesel price.
Gallons per hour: the tractor rule and its limit
Extension programs, including Iowa State’s farm machinery cost guide, estimate a diesel tractor’s burn at 0.044 gallons per PTO horsepower-hour, about 5.72 gallons an hour for a 130 hp tractor. That factor came from mid-1970s Nebraska Tractor Test results, so it fits ag tractors, not excavators or skid steers. For your machine, the operator’s manual, OEM fuel data, or your own fuel logs govern.
Dollars per hour: the swing
At 5.72 gallons an hour, each $1.00 of diesel moves an hour of work by $5.72. EIA’s September 28 average of $6.382 sat $2.628 above a year earlier, about $15 an hour on that tractor (illustrative arithmetic).
📉 Cost Reality: EIA weekly U.S. on-highway diesel, taxes included: $6.285 (Sept 14), $6.529 (Sept 21), $6.382 (Sept 28), 2026. EIA called the Sept 14 level the highest nominal price in its series, which began in 1994. Source: EIA Gasoline and Diesel Fuel Update.

How rental companies bill fuel, side by side

Published terms show the fuel structures you may meet at the counter.
Prepay, pay on return, return full
| Provider | How fuel is billed | What It Means |
|---|---|---|
| Sunbelt Rentals | Three options: prepay a full tank, pay on return, or return it full | Prepay is refunded if you return full |
| United Rentals | Refueling Service Charge on equipment not returned with a full tank | A full return avoids it |
Source: Sunbelt Rentals Fees & Optional Charges and United Rentals Rental Service Terms, US (updated Aug. 18, 2026), read October 2026: we recorded how each bills fuel and which price it references.
Which price each one references
Sunbelt prices prepay at the location’s posted per-gallon rate, based on average tank size for the equipment class; United’s charge follows the store’s rate on the return date. Refueling the machine yourself generally costs less than Sunbelt’s prepay or pay-on-return options, by Sunbelt’s own terms.
What goes in a fuel surcharge clause, in order
FHWA’s 1980 price-adjustment advisory for public contracts supplies the parts; its percentages are agency suggestions, not law.
Base price and index
- Base price: the diesel price on the quote date, with the date written in.
- Index: a public weekly series neither party controls, such as EIA’s on-highway diesel price, which includes all taxes.
Trigger, interval, cap
- Trigger: FHWA’s advisory says a 3% to 10% trigger filters minor swings; AASHTO has suggested 5%.
- Interval: a set schedule, such as monthly, not every price change.
- Cap: limit upward adjustment, preferably as a percentage, with a lower limit on downward adjustment.
Two-way and delays
- Both directions: credit the customer when diesel falls. FHWA also advises against billing from receipts, citing paperwork and manipulation risk.
✅ Do This: Have a contract attorney licensed in your state review the wording, and ask whether it is enforceable there.
Your quote type shapes where the clause attaches; see hourly vs per-job pricing for excavation.
Reading the fuel line on a rental quote
Charges that sound like fuel are not interchangeable.
Fuel charge vs. refueling fee
United’s refueling service charge applies only when equipment returns short of a full tank, at the store’s rate that day. Sunbelt’s prepay is a convenience charge: estimated tank capacity times a prepay per-gallon rate.
Look-alikes that aren’t fuel
United’s environmental service charge is 2% of the service charge, capped at $99, and United says it isn’t government-mandated. Sunbelt’s transportation surcharge is a delivery charge that partly follows the DOE diesel average.
✅ Do This: Ask which price the fuel charge uses, when it is read, what tank size is assumed, and whether taxes are included.
When a fuel surcharge isn’t worth the friction
FHWA’s test is whether fuel significantly affects unit costs: a grade-and-drain job, yes; a traffic-signal install, no.
Three ways to price fuel
- Fold fuel into the rate and shorten how long the quote holds.
- Add a fuel line fixed at the quote-date price.
- Use an index clause with the six parts above.
When to skip the clause
Short jobs inside your quote window rarely justify the extra paperwork; weigh fuel against your other operating cost per hour. One California agency’s request-for-quote answers kept contractor-owned equipment rates fixed, fuel included, and barred an annual fuel surcharge, so read bid documents first.
Where fuel clauses go wrong
Most disputes trace to wording gaps or guessed gallons.
Wording gaps
A clause with no named index or base date leaves “fuel prices rose” undefined, and a one-way clause breaks FHWA’s both-directions principle. Formula charges only approximate cost: Sunbelt says its transportation surcharge isn’t built to match any single transaction’s costs.
Estimation gaps
FHWA says its fuel-estimating methods give a reasonable basis from average conditions, not actual fuel used, so agree in writing how gallons per hour are set.
Fuel surcharge questions, answered
1. What is a fuel surcharge on equipment rental?
A fuel surcharge on equipment rental is an extra charge that adjusts price when fuel costs move, such as an index adjustment.
2. How do rental companies charge for fuel?
Rental companies charge fuel differently: Sunbelt offers prepay, pay on return, or return full; United bills a refueling fee.
3. Is it cheaper to refuel rental equipment myself?
Refueling rental equipment yourself generally costs less, per Sunbelt’s terms, and United’s refueling charge applies only when the tank isn’t full.
4. What is a refueling service charge?
A refueling service charge is United Rentals’ fee on equipment returned short of a full tank, at the store’s rate on return.
5. What diesel price index can a fuel clause use?
A fuel clause can name a public weekly series, such as EIA’s on-highway diesel price, so neither party controls the number.
6. What trigger percentage should a fuel surcharge use?
FHWA says a 3% to 10% trigger filters minor swings in a fuel surcharge, and AASHTO has suggested 5%. That is agency guidance, not law.
7. Should a fuel surcharge go down when diesel falls?
Yes, a fuel surcharge should adjust both ways; FHWA says adjustments should apply to upward and downward price movement.
8. Should I cap a fuel surcharge?
Cap a fuel surcharge on the upside, preferably as a percentage, and set a lower limit on downward adjustment.
9. Is a fuel surcharge the same as an environmental fee?
No. A fuel surcharge follows fuel; United’s environmental service charge is 2% of the service charge, capped at $99.
10. How many gallons per hour does my machine burn?
For a diesel tractor, multiply PTO horsepower by 0.044 gal/hp-hour; for other machines use OEM fuel data or your own logs.
Before your next quote goes out
Pull the base price from EIA’s weekly table on your quote date, write the six parts into your terms, and read every fuel line on a rental quote before you sign. Have an attorney check the wording.
